[PATCH] netfilter: ipt_CLUSTERIP: fix warning unused variable cn

When CONFIG_PROC_FS isn't set the variable cn isn't used.

Rework so the variable 'cn' is declared inside "#ifdef CONFIG_PROC_FS".
