[PATCH v2] perf scripts python: Add Python 3 support to net_dropmonitor.py

From: Seeteena Thoufeek
Date: Thu Jan 17 2019 - 04:47:03 EST

Support both Python 2 and Python 3 in net_dropmonitor.py.
``print`` is now a function rather than a statement. This should
have no functional change.
