So why does a similar dependency work for samples in the main Makefile
(even listed twice!)?

Documentation/ samples/: headers_install

samples: headers_install

Or perhaps this also doesn't work?

I'm still a bit puzzled: how can you "build and run" the tests when
cross-compiling, as you don't run the tests where you build them?
