[PATCH v2 08/11] docs: refcount-vs-atomic.rst: prefix url with https

There's a github URL there, but it is not prefixed by https.
Add a prefix, to avoid false-positives with:
./scripts/documentation-file-ref-check

As a side effect, Sphinx should also generate a cross-ref.
