[PATCH] acpi-cpufreq: Add a miss ifdef CONFIG_X86_ACPI_CPUFREQ_CPB

If CONFIG_X86_ACPI_CPUFREQ_CPB has not been defined, the placeholder for
cpb is not needed. Add ifdef around it.
