[PATCH] Documentation: blackfin: Makefile: Typo building issue

Miss a ')' for ifneq in Makefile, the related building error:

  Documentation/blackfin/Makefile:2: *** invalid syntax in conditional.  Stop.
  make[1]: *** [Documentation/blackfin] Error 2
