[PATCH] video: ARM CLCD: Added support for FBIO_WAITFORVSYNC

Added ioctl and interrupt handler functions to support FBIO_WAITFORVSYNC
Also corrected documentation to make interrupts and interrupt-names
optional as they are not required properties.
