[PATCH v6 3/7] clk: bcm281xx: add an initialized flag

From: Alex Elder
Date: Mon Jun 16 2014 - 09:41:16 EST

Add a flag that tracks whether a clock has already been initialized.
Use it to avoid initializing a clock more than once.
