[PATCH RFC 1/3] clk: berlin: add clock tree driver for BG2/BG2CD

This is a driver beast dealing with the clock tree of Berlin BG2
and BG2CD SoCs.

The include already contains structs for PLL and DIV, send in the
two following patches.
