[PATCH 7/7] ARM: Select CONFIG_ARCH_NO_SYSDEV_OPS

Make the ARM architecture select CONFIG_ARCH_NO_SYSDEV_OPS to
indicate that sysdevs are not used for power management any more on
this architecture.
