[PATCH 2/2] enhance sysfs rfkill interface

This commit introduces two new sysfs knobs.

/sys/class/rfkill/rfkill[0-9]+/hard: (ro)
hardblock kill state
/sys/class/rfkill/rfkill[0-9]+/soft: (rw)
softblock kill state
