[tip:perfcounters/core] perf stat: Reorganize output

perf stat: Reorganize output

- use IPC for the instruction normalization output
- CPUs for the CPU utilization factor value.
- print out time elapsed like the other rows
- tidy up the task-clocks/cpu-clocks printout
