That sounds reasonable to me. So should all net drivers now specify
IRQF_SAMPLE_RANDOM?

Or even simpler: could request_irq() assume IRQF_SAMPLE_RANDOM for any
interrupt that is not (say) IRQF_IRQPOLL or IRQF_PERCPU?
