[PATCH v2] ahci: Add Marvell PATA support

This is an extensive refresh of libata-dev.git#mv-ahci-pata
including
- PATA controller command support (finally! needed for reset, basic
operation)
- caught several more places where ahci driver touched
registers that did not exist in AHCI PATA mode
- several bug fixes


It still needs some work, particularly in the master/slave area.
