Isn't this just the result of frequency scaling? Is the processor busy
when you check /proc/cpuinfo?

What are the values in:
/sys/devices/system/cpu/cpu0/cpufreq/scaling_governor
/sys/devices/system/cpu/cpu0/cpufreq/scaling_available_frequencies
/sys/devices/system/cpu/cpu0/cpufreq/scaling_cur_freq
?
