[PATCH] x86: Remove EXPERIMENTAL restriction from CONFIG_HOTPLUG_CPU

This removes the EXPERIMENTAL restriction from CONFIG_HOTPLUG_CPU on the x86 architecture.

One question, should we default to 'Y'?
