CONFIG_PM=n, CONFIG_ACPI_PROCESSOR=y breakage

make randconfig generated such config, or you can DYI via

a) make allyesconfig
b) make menuconfig
c) go straight to Power Management, turn it off
d) exit immediately, save .config
