udev-095 problem with gregkh-all-2.6.22-rc3

When I boot 2.6.22-rc3 plus gregkh-all-2.6.22-rc3.patch, with an FC6
system (which includes a no-doubt somewhat altered version of udev

This doesn't happen under vanilla 2.6.22-rc3.

Is this udev's fault or is it a problem in the kernel?  If it is udev's 
fault, is it fixed in more recent versions?
