[PATCH 12/18] 2.6.17.9 perfmon2 patch for review: common core functions

This patch the core of perfmon2.

The core consists of:
- back-end to most system calls
- notification message queue management
- sampling buffer allocation
- support functions for sampling
- context allocation and destruction
- user level notification
- perfmon2 initialization
- permission checking
