[PATCH 6/9] Replace ARCH_HAS_SOCKET_TYPES withCONFIG_ARCH_SOCKET_TYPES

Replace ARCH_HAS_SOCKET_TYPES with CONFIG_ARCH_SOCKET_TYPES.
Move it from header files to Kconfig space.
