2.6.16-rc3: another issue: x86_64 with ATI chipsets

I'm just reporting this so it can be tracked.

Andi has just reopened Kernel Bugzilla bug #3927 concerning time running
too fast on ATI chipsets because of a confirmed problem on -rc3.
