[PATCH] PPC64 fix eeh.h compile warnings

From: Paul Mackerras
Date: Tue Mar 08 2005 - 05:12:02 EST

This patch is from Nathan Lynch <ntl@xxxxxxxxx>.

Use static inlines instead of #defines for stub functions when
CONFIG_EEH=n, to eliminate "statement with no effect" warnings with
some toolchains.
