[2.6 patch] drivers/isdn/tpam/: possible cleanups

This patch makes the following possible cleanups:
- tpam_hdlc.c: make the needlessly global variable stuffs static
- tpam_nco.c: remove the unused global function build_ADestroyNCOReq
