In the case of telnet, it's a bit more complicated than that.
Telnet does a forkpty(), with the I/O from the network going to/from
one part of a virtual terminal, and the I/O from the other part
becomes "terminal" file-descriptors for stdin, stdout, and stderr.

The original task that got the first connection, runs as root and
handles the I/O between the socket and the virtual terminal. The
forkpty() forked child becomes the login task which eventually
gets exec()ed to the shell.

This strange scenario occurs simply because somebody in the
early days of Unix decided that a socket can't be used as a
terminal. Surely one can dup() the socket to the correct
file-descriptors, but then any attempt to set up a terminal
protocol will fail with (Not a typewriter). Anyway, this
made it necessary to create virtual terminals and a separate
process to handle its I/O. Yes, this is certainly dumb. There
is no technical reason why a termios structure and character
handling can't be associated with any serial communications
device.

The result of the "required" work-arounds is that there will
always be a task that seems to be wasting its time. In the
case of a local login, you don't have a wasted task because
the terminal is already a "terminal". You have some 'getties'
that, when they get input, will exec() login. If the login
is successful, it will exec() the shell. There will not be
any parents hanging around in this case.
