[patch] [sched] bitmap cleanup, speedup, 2.5.3-pre5

the attached patch cleans up the runqueue-bitmap code to be more
straightforward: bit '0' now means that a runqueue is empty. The only
reason why it was done in an inverted way is the lack of apropriate
bitops.h functions. This patch adds them:

(i've tested the new assembly functions in user-space as well, they are
working as expected.)

these functions are faster because they do not have to invert bit values
before they are fed to BSFL.

i've also optimized sched_find_first_bit() for the RT and non-RT cases. In
the RT case we used to call find_first_zero_bit(), but that is suboptimal,
the SCASL instruction has a pretty high setup cost - around 40 cycles (!).
So even for the 100-bit RT search it's much cheaper to use a series of
branches and the new __ffs() function.

context-switch performance improves by about 2% with this patch applied.
