PATCH: /proc/sys/kernel/hz

Hi!

Some software (like procps) needs the HZ constant in the kernel. It's
sometimes determined by counting jiffies during a second. The attached patch
just "publishes" the HZ constant in /proc/sys/kernel/hz.
