Serial Console

Hello

I have problems with 2.2.16 compiled with support serial console:

in lilo there is append="console=tty0 console=ttyS1,9600"
and if there is no serial cable on ttyS1 then the system hangs up
or become very slowly.

Is this a hardware problem or the serial console driver?
