Actually, if the userspace program that keeps the serial port open doesn't
ignore break and you didn't enable debugging in the serial driver, it should
work fine.

That's the real bug, and various fixes for it exist.

Even if serial sysrq doesn't work, there is at least one console driver that
hasn't been merged with 2.4 that supports sysrq.
