Not only that, but RTSXOFF and ISXOFF are documented as the same
thing.
I have to admit I rather like the idea of controlling the output bits
and input bits used for flow control separately and explicitly; it
even allows the user to implement "hybrid" control when it's not known
a priority how the target device is to be controlled.
