why sys_socketcall() is not implemented as an ioctl?

Is there any special reason because sys_socketcall() is not implemented as
an ioctl()?

Is not supossed to be ioctl() a way to handle messages to files that doesn't
catch in "normal" filesystem method like open(), close(), etc...?

Any comment woule be greatly appreciated
