FWIW, on Red Hat and probably others, when a user logs in at the console
the permission of /dev/fd[0-1]* is set to 660, and the owner is set to
the user who logged in on the console. Same for audio devices, the CD,
the keyboard etc.
This isn't perfect as sometimes multiple users log in on the same
console (using VCs), but at least it shows the permissions issue is
entirely a matter of user space policy.
