tc tools (for TEQL): where do I find them??

Hello,

Quick question: where can I go and download the tc tools, for TEQL
configuration?? I looked at the TEQL config. help (make config), in the
net/sched/sch_teql.c source code, searched the Documentation directory,
and nothing ... Where did I miss???
