[PATCH] TSC, kernel 2.3.99-pre6

If you have an SMP machine and have CPUs with different multipliers (i.e.
different speeds), Linux does not work correctly, at least not if it uses TSC
which is currently the case for Celerons (?) and better. This can happen at
least with the ABit BP6 motherboard.

I have almost no kernel hacking skills but I put this patch together and I'd
like some feedback. Particularly on SMP machines with different or *same* CPU
multipliers, both on machines which use TSC (i.e. PPro or better, I think) and
those which do not.

The patch is my own work but with help from Alan Cox and the SMP mailing list.
