This is a job for your package management system, not for the FHS. At least
RPM does notice if a config file has been changed, and saves its contents
when it installs a new one. The above Sun behaviour is dangerous, as your
configuration with tweaks to the broken default are probably still broken,
and you won't ever know. Besides, having the same configuration twice just
invites mistakes, like editing the wrong one.
