Looking at sysrq.txt , from Mar 13, 2000,
SysRQ must be turned on thru /proc.

Also, your init scripts may be turning it off.
look for access to /proc/sys/kernel/sysrq in
them.
(It works fine on my 2.3.99-3 kernel)
