SMP problem w/ pre5

I have a HP XU 6/200 Dual PPro. It's quite happy running the pre-canned
Caldera 2.3 Linux 2.2.10 SMP kernel, but when I upgraded to RH 6.2 with
2.2.14, it barfed with the following:

...changing IO-APIC physical APIC ID to 16 ...<0>Kernel panic: could not
set ID!

Okay, so something broke, and I want 2.3.99 anyway for reiserfs-3.6 fun.
After downloading pre5, doing my normal thing for a new kernel (everything
gets built in, no modules, no funny stuff, only stuff for my hardware is in,
sound is out).

I get the same thing under 2.3.99-pre5.

I talked to one of my NetBSD friends. Apparently there's only a 4 bit field
for this stuff, and those guys have never seen a CPU wired to APIC ID 16
before. What changed between 2.2.10 and 2.2.14 (and thus 2.3.x) that is
causing my problem? Happy to test, debug, have serial console capabilities,
etc.

Uniprocessor kernels work, but that sucks.
