You forgot to make "netstat -t -n -o".

I think it happens because of syn queue overflow due to not-zero
rtt to clients and packet loss, common for internet, but impossible
in local networks. [ It is main reason why mindcraft results
are totally invalid. ]

Solution #1: try 2.3. It is enough stable to serve web.
Solution #2: enable syncookies, if they were not enabled.
