max Nr of tasks = 4092 for i386

in /usr/src/linux/include/linux/tasks.h I read:

Why is NR_TASKS limited to 4092 for x86 ?
I would find it useful if I could have 32000 tasks which the numbering
space for PID would allow.
Why isn't there a configuration option in make config for the max number
of processes?
And why is there a default value of only 512 even when 4090 is possible?
