absence of ipmasq helper module for "netmeeting" apps?

Now that the OpenH323 project <http://www.openh323.org/> seems to have
software, it only seems logical that there be a helper module for
running such an app behind a firewall. But as far as I know, there is
none in the kernel sources.

Is the reason for it's absence technical or financial?
