That is the infamous `11 minutes mode' where the kernel decides
every eleven minutes to change your hardware clock, in order to
make measurements of the drift of the hardware clock impossible.

Since the kernel does not know about the timezone, it will
only adapt the minutes, not the hours, and will not move the rtc
past a 30-min boundary.

[And examination of linux/arch/alpha/kernel/Makefile shows
that time.o is linked into the kernel independent of CONFIG_RTC.]
