[2.3.99-pre1] PPP doesn't work!!!

PPP doesn't work in linux-2.3.99-pre1. In fact the last kernel with
working PPP was pre-patch-2.3.52-1. The problem is that while the modem
handshake goes through; the login at the ISP times out. The pppd debug
option doesn't give any clues to what's wrong.
