[PATCH] 2.3.51 config fix

Hi,
  As CONFIG_PCMCIA is defined *ONLY* if CONFIG_HOTPLUG is defined, the
clause about "PCMCIA IDE support" appears even if CONFIG_PCIMCIA is not
defined (except xconfig, which is able to treat this case separately).
  The following patch uses a hack to fix the problem
($CONFIG_PCIMCIA is still reduced to an empty string by bash if
CONFIG_HOTPLUG is set to "n", but CONFIG_HOTPLUG = "n" disables the clause
in this case...).
