Probably unrelated, but VERY WEIRD PROBLEM

Hi,

Sorry if this might be unrelated, but it is so strange to me that
I need to mail it here,

Running Mandrake 7.0, uninstall apache using rpm. Try to
install newer version, can't because of a problem with some
files left over by the previous version.

I am root, these files are not in use as reported by fuser. I
can't rm -rf, chown or chmod no matter what I try? I get the
following
error message:
rm: cannot unlink `mm.507.sem': Operation not permitted

How can this be?

Files are in /var/log/httpd/ and the following:
