[PATCH] 2.3.48 drivers/char/serial.c: modular isapnp and USR Sporster modems

The serial driver was checking for CONFIG_ISAPNP, but not CONFIG_ISAPNP_MODULE
to enable its pnp code.

Also I've added support for the USR Sporster 33600
