You can get that effect as follows
(see http://www.rahul.net/dhesi/orbs.faq.txt)
If it's in relays.maps.org, it's a known spam relay.
Otherwise, the address returned by a relays.orbs.org query tells you
the following:
       127.0.0.2 - open relay picked up by automated system
       127.0.0.3 - individual manual entry
       127.0.0.4 - netblock entry
